Launch EM Training in T & T » Background of Disaster Management Unit (DMU)

As part of its attempt at Local Government reform and to facilitate a more effective approach to managing disasters, the Government of the Republic of Trinidad and Tobago agreed, in 2008, formalised the establishment of a Disaster Management system at the Local Government level. This system comprises Disaster Management Units (DMU) at both the Ministry of Local Government and the Municipal Corporations.

Prior to 2008, employees within each the regional corporation volunteered their time, skills and knowledge base to assist as best as they could with limited resources but in a more reactive rather than proactive manner.

As these DMUs became minimally staffed and small “operational” spaces allocated, budget allocations were granted to increase response capabilities mainly through equipment acquisition.

Having worked closely with the regional corporations from the onset of its existence, Managing Director of PODS, Stacey-Ann Pi Osoria, recognized immediately that the said volunteers who were now functioning as “Disaster Management Co-Ordinators, lacked the knowledge and understanding of an ‘Emergency Manager’ and therefore could not implement a standardized approach to managing incidents whether small, medium or large scale events.

In 2010, at the Governor’s Hurricane Conference, Stacey-Ann begun her search in efforts to align with the right EM consultancy firm based in Florida, for the delivery of FEMA Certified Training to the people of Trinidad and Tobago.

It was here that Helene Wetherington, Head of EM Services at Calvin, Giordano & Associates (CGA) indicated her passion and willingness to partner with PODS to provide unmatched EM Training to T & T.

The Emergency Management Services Division of CGA, created in 2006, offers local governments and businesses comprehensive emergency management planning, mitigation, training, exercise and regulatory compliance services. The above workshops were conducted with the primary purpose of enhancing Emergency Operation Centre (EOC) knowledge and to determine the training areas considered a priority to the Disaster Management Co-Ordinators.

I. Assessment of Conditions
